McCulloch notes "The author labours to show that trade, manufactures, and agriculture were in a very depressed, or as he calls it, 'consumptive' condition, occasioned by the exportation of treasure, partly by the operation of the navigation laws, the monopolies of the East India Company and other trading associations, corporation privileges, &c., and partly by the excess of the importation of luxuries from France and other countries." One critic noted that his reasoning and statements by which he endeavors to show how the results, which he deplores and might be obviated exhibit a curious mixture of truth, error, intelligence and prejudice.
